A: Because he intentionally threw the ball and so it is either a forward or backward pass. In that case, it was forward.
Q: Even though he spun the ball in front of him?
A: When he intentionally threw the ball, spinning it, it's a pass. If it lands forward of him, it's a forward pass. If it lands behind him, it's a backwards pass.
Q: Initially, the call was a fumble, Raiders ball?
A: That was the call. I misinterpreted the result of the play. I thought the result of the play was short of the line of play (first down), which would have given the ball back to Oakland. Once we got the yardage set correctly, when he threw the ball forward, after marking off a 5-yard penalty, he was still past the line of gain. So they had the first down.
Q: The 5 yards came from the point where he throws the ball?
A: Correct.
Q: How did you explain it to Art Shell?
A: Just like that. He was in the officiating department, so he understood what we were doing.
Q: Initially, did Marty Schottenheimer or someone bring it to your attention that it was more of an illegal pass than fumble?
A: We never ruled fumble on the field. The ruling was illegal forward pass.
Q: Could Art have challenged the call?
A: Whether it was forward or backward? Yes.
Q: Ever have that call before? Spinning it?
A: You mean the illegal forward pass? Yes, all of the time. I have not had this particular play everhappen to me before. It's pretty rare.

A: He was not contacted. He got up, and he threw the ball forward. It went forward. he was past the line of scrimmage, and that made it illegal. That's a 5-yard penalty. We marked it off, and he still had a first down.
