He's got some potential, that's for sure. A little clunky in places, but that comes with practice. He teases some interesting backstory ideas that could be expounded upon for sure, but for a short self-contained story, it works. Good start.
 
TBH, the only real "beef" I had with it was the weaponry. This is some time in the future by the sounds of it and they're still using standard projectile weapons and "cocking" the pistol.

I did like the hints of massive natural disasters that wiped out huge portions of the country. This is one of those backstory parts that I had alluded to previously.
 
I'd probably build more on Sam's character. Maybe he could leave out a lot of the Union and things of that nature. Focus on the survival aspect keep things a little more simple.

Of course I was bored to tears when I read IT,sometimes too much character development can get in the way of a good story.

However good for him for being brave enough to share. Tell him to keep working at his craft.
