I feel like a full-ride scholarship to a major university is already the best deal going (better than combat veterans receive via the GI Bill, by a long shot) and if they don’t take advantage of that, it’s their own fault and I don’t want to hear them crying about it.
That said, if somebody declares for the draft but goes unselected, I can’t see any reason not to allow them to go back to school.

So Payton Manning should receive subsidized health insurance and annuities? Most of these kids will be working a regular job when they graduate. Agree. No high dollars on guards. Need LB's that can cover. Can be big but must have speed.A couple of things come to mind -
I have a feeling we're going back to the more traditional group think of not spending high dollars on OGs... although I guess technically Roemer is a tackle. Just an assumption that's been percolating for a few months. I wouldn't be surprised to see Jackson get restructured sooner than later.
It also seems like we're targeting a specific type of LB, small and fast, presumably to try and resolve our Kelce and soon to be Fant issues. We're going to have a lot of versatility in coverage options when all is said and done, I think.
Create one huge fund to which every league, team, TV contract and Bowl game contributes on a percentage basis. Figure out a formula to divide by Tiers, with objective measures, and buy insurance and/or annuities to which players on those Tiers can access over time in different levels varying on timing.PAC 12 already guaranteed scholarships, so that's a start. I don't know how you make what you're suggesting work though. Not all players are equal in their contribution, nor schools, etc. You start providing financial incentives and whatever charade of parity that currently exits goes out the window. It's probably more feasible to regulate how much individuals get paid based on the revenue vs. what actually gets invested back into the programs and school. Maybe fully fund scholarships for student athletes vs. drawing off government grants and then using scholarship money to top it off.
