Also, if sticking the ball forward constituted "another move," we'd have a lot fewer incomplete passes in this league. I see guys every week catch balls, take 2 steps and have the ball poked out -- incomplete. If turning up field and running 2 steps doesn't constitute "another move," then sticking the ball forward sure as shit doesn't.

Not the same, because the RB has already established possession, but for a receiver, by rule, he can't establish possession until he has has maintained possession throughout the act of going to the ground.
